Physical resources

Colleges are often substantial land and property owners in there own right.  Classes in this section cover information at a strategic level relating to the college’s management of its physical resources.  Information that provides specific details of the college’s future plans to alter its estate (e.g. proposals to purchase additional property) may be exempt from disclosure where such disclosure would damage the college’s commercial interests. 


Description of estate:

Overview of the college's estate.

Longman Campus, Inverness
This is the main campus, located to the north-east of Inverness City Centre on Longman Road, within the Longman Industrial Estate.  The site has its main frontage on Longman Road (A82) and is split by Burnett Road at the rear.  The site extends to 2.578 ha with buildings of a gross internal area of 19,500 sq m.

The main building consists of a 5-storey teaching block constructed in 1968, linked to a two-storey modern learning centre (opened in 1998) and a two-storey hair & beauty block (pre-dating the main block).  The area of the Campus to the south of Burnett Road comprises three single-storey construction workshops.

Midmills Campus, Inverness
This is located within the Crown Area, a residential area close to Inverness City Centre.

The original building and its Lodge was constructed around 1893, with later additions in the 1960s.  The main building exhibits an ornate sandstone frontage with a tower above a central atrium.  The site extends to 1.668 ha with buildings of a gross internal area of 7,500 sq m.

The Midmills Campus comprises a two-storey, traditional institutional building with single- and two-storey wings, possibly later additions, built around a courtyard with a more modern rear extension housing a hall and associated rooms on two storeys together with a separate two-storey science block of more modern construction.

School of Forestry, Balloch
This campus is situated at Viewhill, Balloch approximately 7 miles from Inverness City Centre and is a self-contained site set within a forested area, providing a realistic working environment for Forestry courses.  It has classrooms, workshops, a library, computer suite, student common room and a refectory.  Practical activities take place in its grounds or in nearby forests.

The site extends to 10 ha and the buildings extend to approximately 1,200 sq m.

Dingwall Further Education Centre
This campus was opened in January 2001 and has been developed to provide locally based access to further and higher education opportunities in Ross & Cromarty.

The Centre extends to 363.75 sq m and has been upgraded, the accommodation including two construction training workshops, an information technology suite and training room.

Inverness College UHI in Lochaber, Fort William
This campus is situated at An Aird, Fort William and provides access to courses for students who live on the west coast of Scotland, including business administration, information technology, childcare & hospitality and hairdressing & beauty therapy.

Aviemore Outreach Centre
The College uses part of a building in Aviemore to provide access to IT courses.

Listed Buildings
The original Midmills building was constructed in 1893 and is a Category B Listed Building.

 
Estate development plans:

Plans for major changes to the estate.

Longman & Midmills Campuses
Plans to replace the College’s existing campuses at Longman and Midmills in Inverness have been in development for some time and the College received outline business case approval from the Scottish Funding Council in 2008.

The College is now developing a new campus project at Beechwood Campus as part of the Inverness campus.

The new campus, which is expected to open in 2014, will cost around £70 million and enable the college to operate from a single location in Inverness.  It will replace the College's ageing buildings, which are currently used by 5,500 further education students and 1,800 higher education students.

The new campus will enable Inverness College, which provides all UHI courses in Inverness, to expand its further and higher education programmes and to offer a greater range of subjects and more opportunities for post-graduate study and research.


External funding:

Plans for use of major external capital and other sources of external funding.

The College anticipates that it will seek external funding from the Scottish Funding Council and European Regional Development Fund in respect of the development of the new campus.


Buildings under construction:

There are no buildings currently under construction.

 
Maintenance:

Maintenance arrangements and policies for buildings and grounds.

Periodic building condition surveys (including the building fabric and service installations) are carried out to inform decision-making on maintenance programmes and capital works.

Periodic reviews of key risk assessments and management plans are undertaken in respect of fire safety, asbestos, electrical services, water supplies and access for persons with disabilities.

The College has a Planned & Preventative Maintenance Programme, which includes periodic inspections and safety checks.


Estates indicators:

Performance indicators on major estates functions.

The College participates in the Estate Management Data Exchange (e-Mandate) managed by IPD Occupiers on behalf of the Scottish Funding Council, inter-alia.

The principal aim of this resource is to provide colleges with access to performance metrics and data to facilitate improved management, improve building quality and efficiency through awareness and support an objective approach to college estate management.

The service helps college estate managers to understand, compare, improve and measure performance in key areas of estate and facilities management.  The resource gives access to a consolidated and robust set of estates data and provides colleges with a standard set of reliable key performance indicators to facilitate strategic management of property resources.

The Estates Department also submits quarterly reports to the Board of Management’s Finance & General Purposes Committee on key estate management matters, including performance on maintenance management.


Environmental policies:

The college's environmental policies, practices and overview of their impact.

Energy consumption
A sustainability policy is currently being drafted for adoption.  This will include the issue of carbon footprint and energy consumption.

Recycling policies and arrangements
The College appointed a contractor for Waste Collection, Disposal and Recycling Services in May 2009.

The College currently segregate, the following waste materials for re-use / recycling:
Timber
Sawdust
Wood pellets
Inert construction materials
Lubricants (oils, greases and coolants)
Lamps (fluorescent tubes)
Metals
Confidential waste paper
Electronic and electrical equipment
Toner cartridges
Hazardous wastes (various substances)
Special wastes (first aid room waste, washroom / changing room waste)
Vegetable oils (bio fuel)

The College also generates other waste materials, such as glass, plastics and steel cans, for which there are currently no arrangements in place to recycle.

Transport policies and arrangements
There are several initiatives in place:
A car parking permit scheme to assist in the control of car parking for staff and students at the two main campuses.
A  minibus / van fleet and pool car / vehicle hire procedure to reduce business travel costs
A subsidised cycle purchase scheme for staff to encourage a modal shift away from single-occupancy car journeys.

Traffic surveys have been conducted in connection with likely traffic generation and impact on local highways infrastructure of the proposed new accommodation and travel planning will likely be a requirement of any planning consent.
